The White House confirmed the initiation of federal worker layoffs on the end of the week, making good on prior threats in response to the continuing US government shutdown, which is now poised to stretch into its third straight week.

Formal Statement and Initial Details

The director of the White House budget office posted on a public platform that “RIFs have begun,” referring to the official process for terminating staff.

While Vought provided no details on which departments were impacted, a representative from the Treasury Department confirmed that notices had been distributed within that department. Additionally, a Department of Homeland Security spokesperson noted that staff reductions would also occur at the Cybersecurity and Infrastructure Security Agency. Also, a union for federal workers confirmed that members at the Education Department would be impacted by the staff cuts.

Union Response and Court Actions

Union leaders cautions that the terminations would have “devastating effects” on public services used by millions of Americans and pledged to contest the actions in the legal system.

“It is disgraceful that the government has used the government shutdown as an excuse to illegally fire numerous employees who provide critical services to communities nationwide,” said Everett Kelley, who leads the American Federation of Government Employees.

The AFL-CIO responded to the announcement, declaring, “Labor organizations will see you in court.”

Legislative Impasse and Funding Battle

Congressional Democrats have declined to support a Republican-backed legislation to reopen the government unless it contains provisions related to health policy. Following multiple unsuccessful votes, the GOP leadership in the Senate have adjourned the Senate until the following week, meaning the deadlock is unlikely to be resolved before then.

During a press conference, the GOP leader in the House, Mike Johnson, blasted Senate Democrats for rejecting the Republican proposal, which was approved in the House on a near party-line vote.

Legal and Operational Constraints

Last week, unions filed for a temporary restraining order to block the administration from carrying out any reductions in force during the funding gap. Additionally, a federal judge directed the government to disclose details on layoff plans, affected agencies, and if any federal employees had been recalled to execute layoffs.

A report contended that a funding lapse restricts the ability of the government to conduct terminations, citing guidance that admitted any permanent layoffs need to have been initiated before the funding expired.

Impact on Workers

The layoffs occurred on the very day that government employees received only a incomplete payment covering the end of September but not the beginning of October, since appropriations expired at the beginning of the period.

A public service advocate, the president of the advocacy group, criticized the political stalemate’s impact on federal employees.

“It is wrong to make federal employees suffer because our elected officials in Congress and the administration have not succeeded to keep our government open and operational,” Stier said. “Our air traffic controllers, veterans’ healthcare providers, smoke jumpers and safety officials are not responsible for this funding crisis.”

The irony is that members of Congress and senior White House leaders are still receiving salaries during the shutdown.
